Announcement of the General Administration of Customs No. 191 of 2018
In order to implement the requirements of the reform of " release management service" and in accordance with the deployment of comprehensive integration of customs clearance and inspection services across the country, the General Administration of Customs has decided to further optimize the registration management of customs declaration units, simplify relevant registration procedures and reduce the systematic transaction costs of enterprises. Relevant matters are hereby announced as follows:
I. Customs declaration by consignors and consignors of import and export goods and their branches
The branch established by the consignee or consignor of import and export goods according to law may handle the filing of the branch of the consignee or consignor of import and export goods. The consignee or consignor of import and export goods shall apply to the customs at the place where the branch is located on the strength of the Registration Form for Customs Declaration Units.
The consignor and consignee of import and export goods and their branches registered with the customs may handle import and export customs declaration business throughout the country.
The consignor and consignee of import and export goods shall bear legal responsibility for the acts of their branches.
II. Customs Declaration Enterprises and Their Branches Engaged in Customs Declaration Business
Customs declaration enterprises and their branches registered at the customs can handle import and export customs declaration business throughout the country.
Customs declaration enterprises shall bear legal responsibility for the acts of their branches.
III. Temporary Registration
If the applicant applies for temporary registration with the customs, he can apply to the customs on the strength of the " registration form for customs declaration units" and the certification materials for non-trade activities.
This announcement shall come into force as of February 1, 2019.

In order to further optimize the business environment, according to the Opinions of the State Administration for Industry and Commerce and other 13 departments on Promoting the National Unification of Multiple Certificates ( No. 31 [ 2018 ] of Industrial and Commercial Enterprises ), the relevant issues concerning the inclusion of the Registration Certificate of Customs Declaration Unit ( consignee and consignor of import and export goods ) into the " Unification of Multiple Certificates" reform are hereby announced as follows:
When applying for registration in industrial and commercial registration, if the applicant needs to simultaneously apply for the Registration Certificate of Customs Declaration Unit ( consignee or consignor of import and export goods ), the registration of consignee or consignor of import and export goods shall be checked as required, and relevant registration information shall be supplemented. The market supervision department completed registration according to the " multi - certificate integration" process and completed data exchange with the General Administration of Customs at the general administration level. The customs will complete the filing of the enterprise upon confirmation of receipt of the enterprise industrial and commercial registration information and business filing information, and the enterprise does not need to go through the filing and registration formalities at the customs.
Enterprises can inquire about the record registration results of the consignors and consignors of import and export goods through the " single window" standard version of China's international trade ( hereinafter referred to as " single window", website: http://www.singlewindow.cn/ ) " enterprise qualification" subsystem or " internet plus Customs" ( website: http://online.customs.gov.cn/ ) " enterprise management" subsystem.
From the date of implementation of this announcement, the customs will no longer issue the registration certificate of customs declaration unit ( consignee or consignor of import and export goods ). If the consignee or consignor of import or export goods needs to obtain written record registration information, he can print the record registration receipt online through the " single window" and affix the customs seal to the local customs.
After the implementation of the " multi - certificate integration" reform, if the enterprise does not choose the " multi - certificate integration" method to submit the application, it can still submit the application for registration of import and export goods consignors through the " single window" or " internet plus Customs". Relevant businesses shall be handled according to announcement no 143 of the general administration of customs in 2018.
Enterprises may consult the 12360 hotline of the customs or the local customs for specific business problems involving the registration of consignors and consignors of import and export goods.
This announcement shall come into force as of February 1, 2019.

Specification for customs declaration form filling
Announcement on Amending the Rules for Filling in Customs Declaration Forms for Import and Export Goods of the People's Republic of China

In order to regulate the declaration behavior of consignors and consignors of import and export goods and unify the requirements for filling import and export goods declaration forms, the General Administration of Customs revised the " Rules for Filling Import and Export Goods Declaration Forms of the Customs of the People's Republic of China" ( General Administration of Customs Announcement No. 60 of 2018 ). The revised standard text and related contents are hereby announced as follows:
I. According to the current relevant regulations, regarding Article 3 ( 5 ), Article 7 ( 4 ), Article 8, Article 9 ( 2 ), Article 10 ( 1 ) and ( 2 ), Article 13 ( 2 ), Article 14 ( 6 ), Article 15 ( 2 ) and ( 4 ), Article 16, Article 18, Article 22, Article 28, Article 29, Article 30, Article 31 ( 1 ) and ( 3 ), Article 32 ( 5 ), ( 8 ), ( 25 ), ( 27 ), ( 28 ), ( 29 ), ( 33 ), ( 34 ), ( 35 ) ( 9 ), ( 12 ), ( 36 ) ( 4 ) and ( 42 ) have been adjusted and modified accordingly.
II. Enterprises in areas under special customs supervision shall fill in the Record List of Goods Entering and Leaving the Customs of the People's Republic of China when declaring goods entering and leaving the customs. Enterprises outside the area shall fill in the Declaration Form of Goods Entering and Leaving the Customs of the People's Republic of China for goods entering and leaving the customs between the areas under special customs supervision and the territory ( outside the area ). The transfer of bonded goods shall be carried out in accordance with relevant regulations.
Three, " the people's Republic of China customs entry ( exit ) goods record list" according to the requirements of the " people's Republic of China customs import and export goods declaration form fill in the specification".
The revised " Rules for Filling Customs Declaration Forms for Import and Export Goods of the People's Republic of China" ( see Annex ) will be implemented from February 1, 2019, and Announcement No. 60 of the General Administration of Customs in 2018 will be abolished at the same time.
